After 1 hour Ching and Phil are 50 miles closer to each other. 
380 - 50 = 330 miles apart after one hour.
closing speed = 50 + 60 = 110 mph
330 miles / 110 miles per hour = 3 more hours.
Ching's travel time = 1 + 3 = 4 hours.
 
Ray was on the right track but thought they both started at the same city.  Rick got it right.
