The question seems poorly worded. 
For a start, sounds like it's megabits per second, rather than megabits.
Secondly, if a solution is possible, then we need to know the amount of bandwidth used, rather than the amount of bandwidth available. 
 
With these two corrections in mind...
 
Bandwidth used is:
 
DSL * 1.46 + Cable * 4.16 = 1335.31
 
Also,
 
3.7 * DSL = Cable
 
So, substitute the second equation into the first equation calculate the number of DSL users, then it's easy to calculate the number of Cable users.

I'm absolutely stumped on this. In my mind it is very simple but I
can't get it.

An internet service provider has 1335.31 megabits available. A single
DSL subscriber requires 1.46 megabits. A single Cable subscriber
requires 4.16 megabits. There are 3.7 times as many Cable subscribers
than DSL subscribers. How many Cable/DSL subscribers are there?
