If a father is twice as old as his son, that is communicating a ratio. It is a comparison of two quantities. There is no fraction involved here.

Even when a common fraction is represented by two numbers, it is a single quantity. That is why we use the terminology "numerator" and "denominator" instead of calling them dividend and divisor. We may represent the same fraction (single quantity) in decimal form using a different system of symbols.
